The ETC was established in 1990 by the Maltese government to serve as a public employment service. It provides a service for employers to recruit employees and for jobseekers to apply for the different positions available. These services are provided both online through the ETC web portal, and through various centres around the island. ETC offers various training opportunities, ranging from basic skills to more technical and advanced courses.

New companies need to register with ETC to benefit from recruiting services and to submit the commencement or termination of employment.
The ETC also acts as an intermediary body for the Training Aid Framework and the Employment Aid Programme, offering monetary compensation to companies who decide to invest in further training for their employees and for those companies who employ disadvantaged people.
